Earlier in the week, Monday through Wednesday are the least busy. As regards to the time of day, similarly if you're able to get one of the first time slots of the day, there are less people than later in the day. I do want to note that the light in City Hall changes throughout the day and depending on how sunny it is outside.
I recommend a minimum of 2 hours of coverage for any SF City Hall civil ceremony or private wedding. This allows enough un-rushed time to capture portraits, the ceremony, guest portraits, while also having enough time to check in for your appointment and/or navigating the large building.

SF City Hall weddings and civil ceremonies are very popular. I recommend reaching out at least 1–3 months in advance to secure your preferred date and time. That said, if your ceremony is coming up soon, feel free to inquire anyway, as I occasionally have last-minute availability and would love to help if I can!
